ITEM SUMMARY

RFB No. 2025-0380-B for Tom Muehlenbeck Landscaping and Irrigation Renovation, Project No. PKR-P-00115, for the Parks and Recreation Department to SRH Landscapes, LLC in the amount of $588,355; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Parks and Recreation Department opened bids on June 10, 2025, for the Tom Muehlenbeck Landscape and Irrigation Renovation project. The Tom Muehlenbeck Recreation Center is located 5801 West Parker Road, Plano, Texas. This project includes re-grading for foundation and erosion control and includes new landscaping with a new irrigation system. The project aligns with the facility's larger renovation currently underway.

 

The lowest, responsive, and responsible bidder was SRH Landscapes, LLC in the amount of $588,355. Exactly 2,489 vendors received notification of this project; nine (9) complete bids were received as shown in the attached bid recap.

 

Impact

Tom Muehlenbeck Recreation Center is currently closed due to a renovation at the facility.  This project is a part of the overall facility renovation and does not add any additional time to the closure of the recreation center, which is estimated to re-open at the end of the year. The benefit of this project includes providing a solution to the grading and drainage to prevent future foundation issues at the recreation center’s main entrance. The project also addresses the high maintenance cost of the twenty year-old irrigation system and declining landscaping. The addition of new landscaping and irrigation will enhance the beauty and usefulness of the recreation center. Not approving the expenditure will result in continued landscape decline, more erosion issues, and an overall increase in maintenance costs.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2024-25 Capital Maintenance Fund and is planned in the Recreation Center Renovations Fund for future years as well.  Construction services for the Tom Muehlenbeck Landscape and Irrigation Renovation project in the total estimated amount of $588,355 will utilize all funding budgeted for this project.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
