Award an expenditure in the amount of $137,100 for a landscape architect professional services agreement for Westwood Park Renovation, Project No. PKR-P-00106.

RECOMMENDED ACTION:Approval of Expenditure

ITEM SUMMARY

To approve an expenditure for landscape architect professional services for Westwood Park Renovation, Project No. PKR-P-00106, in the amount of $137,100 from Clasp Companies, LLC DBA Valley Quest Design for the Parks and Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Westwood Park Renovation Project will provide landscape architect professional services for park improvements in accordance with the Westwood Park Master Plan created through community outreach and completed in April 2025. Design services for this location have been identified in the 24-25 and 25-26 Community Investment Plan and are the next step in the project delivery process after completion of the master plan. These design services include geotechnical investigation, construction and site plans, bidding, and construction administration.

 

The existing playground was installed in 1999. Planned improvements, based on public input and staff observations include new playground equipment with an integral shade structure, a relocated sport court for Americans with Disability Act compliance, a realigned trail, drinking fountain with pet bowl, pavilion, site lighting, drainage improvements, renovated irrigation, and tree planting.

 

The Parks and Recreation Department recommends approval of an expenditure in the amount of $137,100 for landscape architect professional services from CLASP Companies LLC DBA Valley Quest Design for Westwood Park Renovation. Valley Quest Design was deemed the most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0380-XR and their past efforts in master planning and community engagement for the Westwood Park Master Plan in 2024-25.

 

The benefits of this project include updated and code-compliant playground equipment and trails, as well as increased service delivery to the community by meeting needs identified as unmet in the master plan. If this project is not approved, design services will not proceed, and the project will not move forward, leaving in place aging infrastructure identified for replacement.

 

NEXT STEPS FOR COUNCIL

Future action for this location includes the award of construction contract upon completion of the park improvement plans.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2024-25 Capital Maintenance Fund and is planned for future years as well.  Consultant professional services for the Westwood Park Renovation project in the total amount of $137,100 will leave a current year balance of $79,056 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
