ITEM SUMMARY

To approve an Interlocal Agreement by and between the City of Plano, Texas and North Texas Municipal Water District for Replacement and Improvement of Wastewater Diversion Structure at 2300 West Plano Parkway. Approved

PREVIOUS ACTION/PRESENTATION

At its June 10, 2024 meeting, the Plano City Council approved an $981,200 expenditure to purchase sanitary sewer, bypass sanitary sewer and temporary construction easements at 2300 West Plano Parkway. 

 

Subsequently at its August 26, 2024 meeting, the Plano City Council awarded RBD-2024-0490-B for the Sewer Improvements Plano Parkway Parallel Interceptor, Project No. 7294 to S.J. Louis Construction of Texas, LTD in the amount of $14,363,106.

BACKGROUND

This interlocal agreement outlines future responsibilities and obligations between the City of Plano and North Texas Municipal Water District (NTMWD) for the diversion of  wastewater flows from the sewer line now under construction by the City's Plano Parkway Parallel Interceptor Project and the Upper East Fork Interceptor System owned and maintained by NTMWD after the City of Plano removes the existing Prairie Creek Relief Sewer Control Structure as part of its project. 

 

In the future when wastewater flow diversion is necessary, the City and NTMWD will coordinate bypass pumping operations between their respective systems with the party initiating the operation responsible for the set-up, cost, monitoring and removal of the bypass pumping.  

 

This bypass pumping arrangement is the result of easement acquisition activities with the 2300 West Plano Parkway property owner.  Due to extensive communications and data facilities supporting a large data center at this location, the City and NTWMD agreed to conduct bypass pumping operations when wastewater diversion is need to allow for repairs or replacement of downstream sanitary sewer lines or facilities in the future instead of installing a permanent, subsurface connection between the two entities respective sanitary sewer systems.

 

This item was prepared in cooperation with Plano's Public Works and Engineering Departments.  Staff recommends approval of this agreement.
