It is the recommendation of Public Works - Fleet Services Division to purchase one (1) Heavy Truck Lift in the amount of $171,878 from Reeder Distributors, Inc. through BuyBoard Contract No. 715-23. Fleet Services has reviewed multiple Cooperative Contract quotes and found this to be the best value for the City.
The new lift will replace the existing heavy-duty truck lift, Unit No. 01503, originally acquired in January 2001. It is no longer operational and replacement parts are not available, rendering repair impractical and necessitating full replacement.
As part of this purchase, the new lift will be added to the Equipment Replacement Fund (ERF). Prior to 2017, major shop equipment such as generators, lifts, and tire-changing machines were not included in the ERF, limiting the City's ability to plan for long-term replacements. Adding this lift to the ERF ensures future replacements can be forecasted, scheduled, and funded as part of the City’s lifecycle management program.
The purchase of this unit is necessary for the following reasons:
1. This unit is essential to this department’s daily operations and is required to maintain current service levels for the maintenance of the heavy truck fleet, which includes solid waste trucks, dump trucks, and other essential vehicles.
2. The Heavy Truck Lift is not operational and cannot be repaired due to lack of available of parts.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
