The City received approval from NCTCOG for $4,410,000 in state funding for the estimated $5,000,000 construction project. After approval by NCTCOG, the Transportation Alternatives Program is administered by TxDOT. This proposed contract modification is for additional design services for the Los Rios Park Trail Project to develop Texas Department of Transportation (TxDOT) trail design documentation.
Modification No. 4 was executed on August 28, 2025, for an increase of $45,500 for a total contract amount of $688,410.
Modification No. 2 was executed on March 5, 2024, for an increase of $15,500 for a total contract amount of $487,350.
On January 11, 2024, an Assignment Agreement was executed assigning the Agreement from Pacheco Koch Consulting Engineers, Inc. to Westwood Professional Services, Inc. The Assignment Agreement also changed the project name and project number from “Los Rios Park Trail, Project No. 7249” to “7249 Los Rios Park Trail, Project No. PKR-P-7202.”
The contract includes conceptual planning, hydraulic and hydrologic modeling and analysis, construction documents, bidding, and construction support services for a twelve-foot-wide, 2-mile-long concrete trail within Los Rios Park. Previous modifications have been executed to address trail realignment, emergency vehicle rated bridges, site pan and platting, and bridge survey and assessment. The total amount of the contract is currently $688,410. This modification will bring the contract with Westwood to $932,910.
This fifth contract modification will reformat construction documents to TxDOT format as part of the requirements of the NCTCOG 2025 Transportation Alternatives Program. Tasks include reformatting and additional environmental services, bid phase and construction administration services. Additional tasks include revisions to two trail bridge designs due to changes in site hydraulics since the Los Rios Park Trail project design began.
This contract modification will result in project documentation that meets TxDOT standards. Not approving this item will result in the City having to forfeit the $4,410,000 grant award and would not be able to move forward with construction of the Los Rios Park Trail. This would result in a continued gap in accessible off-street trail facilities through Los Rios Park.
FUTURE COUNCIL ACTION
TxDOT is scheduled to give final approval for The NCTCOG 2025 Transportation Alternatives projects funding this fall. After approval TxDOT will provide an Advanced Funding Agreement (AFA) to the City. Staff will bring the AFA to City Council next spring.
