The Engineering Department recommends accepting the proposal from ANA Site Construction, LLC in the amount of $714,066 to perform an emergency repair for the Bluebonnet Trail Water Line Repair at Custer Road project. Two proposals were received in November 2025 from highly qualified utility and civil infrastructure contractors; based on experience, qualifications, and cost, staff recommends award to ANA Site Construction, LLC.
In Summer 2025, City of Plano Public Works staff confirmed evidence of a leak on the existing 24-inch water transmission main located beneath Custer Road. Given the age of the facility, the volume and critical function of this transmission line, and its proximity to Bluebonnet Trail, private properties, and Oncor’s transmission facilities, the City expedited the design effort and retained a consultant to evaluate multiple alignment and repair alternatives. A design is now complete and ready for construction. However, proceeding through the standard competitive bidding process would delay the project an estimated four to six months, leaving this critical facility in a precarious condition throughout that period.
For these reasons, staff recommends expediting this undertaking as an emergency repair, as authorized under Texas Local Government Code Section 252.022(a)(2), to protect public health, safety, and property.
Failure to complete the repair promptly increases the likelihood of continued deterioration or sudden break, which could result in extended service outages, reduced system pressure, potential failure of Custer Road pavement, and significantly higher restoration costs to public infrastructure.
