The City of Plano has embarked on the Fiscal Road Map (FRM) project whereby many aspects related to the City’s finances and budget have been examined, refined, or developed, including financial policies such as fund balance and cost recovery, long-range financial projections and modeling, and strategic budget development and management.
Euna Budget Pro is a comprehensive budget building and development software that enables and supports the FRM project and allows for well-informed budget management and decision-making by providing a centralized budget platform with opportunities to:

Euna Budget Pro as a cloud-based and comprehensive solution will replace the antiquated budget entry portion within JD Edwards and manual driven processes with a modern, unified budgeting platform that supports operating budgets, personnel planning, performance measures, forecasting, and public transparency. The current process is heavily dependent on manual workloads, entry, and consolidation that increases lag times and operational risk for data accuracy, consistency, and efficiencies with limited forecasting capabilities.
The approval to purchase will assist and enable the City’s Budget & Performance Management Department to work across the organization to annually build and develop a budget that strategically ties and aligns priorities through a multiyear approach for best practices and sound decision-making.
Failure to award for the Euna Budget Pro software will result in budget dollars and resources not being properly deployed for operational efficiencies and readiness across budget planning, building, forecasting, and other key budget development and management areas due to the time intensive manual demands.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
