ITEM SUMMARY

CSP No. 2022-0020-B for Memorial Park Donor Recognition Plaza, Project No. 6962.2, for the Parks and Recreation Department to RLM Earthco, Inc. in the amount of $623,904; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Memorial Park Donor Recognition Plaza project includes construction services for the removal and reconstruction of the looped trail around the park’s oval lawn area. The looped trail will incorporate a plaza, seating area, and approximately 8,000 pavers available for donors to purchase in order to recognize Service Members of the United States Armed Forces.

The project was solicited as a Competitive Sealed Proposal to secure an experienced contractor to ensure timely phasing and minimize disruptions to the park and park users. The City received four responses to this request.

All proposals were reviewed and evaluated according to the published criteria. The recommended vendor received the highest scores in the technical evaluation categories (Project Approach and Management Plan & Relevant Experience and References). The recommended vendor has relevant experience in municipal parks and their proposal included a detailed and clear project approach. Although this vendor did not submit the lowest cost, the score of the technical criteria placed this vendor as the best overall value for the Memorial Park Donor Recognition Plaza project. The contract fee is $623,904 which includes all construction costs for new pavement, trees, planting beds, seating area, sculptural element, and renovation costs.

The project has several benefits. It will enhance citizen interaction with Memorial Park by providing a way to personally recognize the City’s Veterans with donor pavers. Planting beds, a sculptural element, and new trees further improve the park’s appearance. Not approving the expenditure would result in a missed opportunity for the City to show its appreciation for its Veteran population.
 

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Park Improvement CIP.  Construction services for the Memorial Park Donor Recognition Plaza project, in the total estimated amount of $623,904, will leave a current year balance of $2,939,915 for future expenditures related to park improvements.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
