| | | | | | | | BACKGROUND The current Wastewater Master Plan was developed in 2021 and includes a calibrated wastewater model and 20-year CIP for sewer infrastructure. The Wastewater Master Plan is a key component of the city's Capacity, Management, Operations and Maintenance (CMOM) plan, and regular updates are required per the city's Sanitary Sewer Overflow Initiative (SSOI) agreement with TCEQ. An updated and accurate Wastewater Master Plan is essential to understanding current capacity and future needs, condition of infrastructure, and prioritization of projects to avoid sanitary sewer overflows and ensuring the wastewater infrastructure meets the city's wastewater needs.
Freese and Nichols, Inc. ("FNI") developed the city's Wastewater Master Plan in 2021 and currently maintains the calibrated wastewater model. FNI also conducts wastewater model analysis for the City of Plano when initiated by future development projects or operational needs when identified. FNI was deemed most qualified based on their current knowledge of the plan and model and their Statement of Qualifications submission for RFQ No. 2023-0525-XR.
If this expenditure is not approved, Plano will be out of compliance with its CMOM plan and SSOI agreement with TCEQ. Analysis of impacts to the wastewater system from operational changes or potential future development could be inaccurate, leading to capacity concerns and potential increased frequency of sanitary sewer overflows. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is available in the 2024-25 Sewer CIP and is planned for future years, as well. The contract for engineering professional services for Wastewater Master Plan Update, Project No. PW-WW-00025, has a total expenditure of $450,000.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
