To approve an expenditure for construction materials testing professional services for Sewer Improvements Dallas North Trunk - Phase 2, Project No. 7467 in the amount of $171,563 from Terracon Consultants, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

The Engineering Department recommends approval of an expenditure in the amount of $171,563 for materials testing services from Terracon Consultants, Inc. for the Sewer Improvements Dallas North Trunk – Phase 2 project.

This project includes material testing for approximately 6,980 linear feet of 36-inch and 42-inch sanitary sewer, approximately 1,250 linear feet of slip lined pipe, one (1) aerial crossing, and four (4) hand tunnels.  The total expenditure amount is for $171,563.
 

Terracon Consultants, Inc., was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0378-XR, and based on previous successful experience with the City of Plano Engineering Department with materials testing for similar project scope, including concrete pavement testing and field density testing for utility line trench compaction.

The benefit of this project includes verification that the materials furnished and installed by the contractor meet or exceed project specifications and city standards.

Not approving the expenditure would result in limiting the contractor's accountability to provide materials meeting the specified project requirements, potentially reducing the quality of materials placed and the infrastructure's service life.

Funding for this item is budgeted in the 2024-25 Sewer CIP and is planned for future years, as well.  Material testing services for the Sewer Improvements - Dallas North Trunk - Phase 2 project, in the total amount of $171,563, will leave a balance of $401,141 for future expenditures.
