| | | | | | | | ITEM SUMMARY To approve an increase to the current awarded contract amount of $3,194,502 by $201,446 for a total contract amount of $3,395,948 for Intersection Improvements - 2022 Traffic Signal Construction - Various Locations, Project No. 7391, from EAR Telecommunications LLC DBA EAR TC for the Engineering Department; and authorizing the City Manager to execute all necessary documents. (Contract No. 2023-0592-B; Change Order No. 2) Approved |
| | | | | | | | PREVIOUS ACTION/PRESENTATION On February 12, 2024, City Council awarded RFB No. 2023-0592-B for Intersection Improvements - 2022 Traffic Signal Construction - Various Locations, Project No. 7391 to EAR Telecommunications LLC DBA EAR TC in the amount of $3,194,502.
Change Order No. 1 was executed on February 13, 2025 to amend the contract time to 395 calendar days and was a no cost change order. |
| | | | | | | | BACKGROUND The Engineering Department recommends the approval of Change Order No. 2 for the increase in the construction contract total with EAR Telecommunications LLC DBA EAR TC in the amount of $201,446 for Intersection Improvements - 2022 Traffic Signal Construction - Various Locations, Project No. 7391.
Change Order No. 2 includes modifications at various locations due to unforeseen franchise utility conflicts, field conditions and the addition of ADA improvements. Several locations required design modifications due to conflicting franchise utility equipment. ADA improvements were added at various locations including replacing existing barrier free ramps that did not meet current standards or additional pedestrian poles were needed to meet current ADA standards. Additional median work was required for appropriate turning movements and ADA accessible crosswalks. Various other items are included due to these changes.
Engineering Department recommends the project number change from 7391 to TP-S-00002 due to new software tracking requirements.
Change Order No. 2 increases contract time by 30 days to 425 calendar days due to franchise utility delays.
If this change order is not approved, conflicts with proposed infrastructure would prevent signal poles and sidewalks from meeting the city and ADA standards negatively impact the resident’s quality of life, traffic flow, and the use of necessary public infrastructure.

| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is budgeted in the 2021-25 Street Improvement CIP. The second change order in the construction contract with EAR Telecommunications LLC DBA EAR TC. for the 2023 Traffic Signal Construction project in the total amount of $201,446 will leave a balance of $31,675 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
