RFB No. 2025-0260-B for 7668 Hidden Meadow Park Irrigation and Landscape Renovation, Project No. PKR-P-00059, for the Parks and Recreation Department to SRH Landscapes, LLC in the amount of $553,427; and authorizing the City Manager to execute all necessary documents. Approved

The Parks and Recreation Department opened bids on April 08, 2025, for the 7668 Hidden Meadow Park Irrigation and Landscape Renovation, Project No. PKR-P-00059, located at 3401 Kimble Drive, Plano, Texas.  The project includes re-grading the large field, erosion control measures, sidewalk extensions, a new irrigation system, and new sod.

The lowest responsive and responsible bid was submitted by SRH Landscapes, LLC in the amount of $553,427.  A total of 2,404 vendors were notified, and the department received eleven (11) complete bids, as shown in the attached bid recap.

The benefits of this project include implementing a solution to the existing grading and drainage issues which have resulted in soil erosion and wet conditions that prevent staff access and public use of the park for many days after rain.  The project also addresses trail safety concerns by replacing 618 of 3,022 linear feet of deteriorated concrete as well as the 22 year old irrigation system at the end of its lifespan.  The addition of new sod and a new irrigation system will result in stronger turf which will enhance the appearance and usefulness of the turf for recreational purposes.

Not approving the expenditure will result in persistent and increasing drainage issues, declining sod, erosion, and trail safety issues.

Funding for this item is available in the 2024-25 Park Improvements CIP.  Construction services for the 7668 Hidden Meadow Park Landscape and Irrigation Renovation project in the total estimated amount of $553,427 will leave a current year balance of $4,573 for future expenditures.
