It is the recommendation of Fleet Equipment Services to award 2025-0121-AC Emergency Services Light Duty Upfitting and Decommissioning bid to the following vendors:
• Carstar SheerMetal
• Mal Technologies Fleet
• Pro-Fit Outfitters
• Stolz Telecom Inc
• Five Star Chevrolet, LLC
The Fleet Equipment Service division of Public Works is responsible for upfitting and decommissioning approximately 60 vehicles annually, including Police Pursuit Vehicles, Special Services vehicles, and other unmarked pickups and sedans. Contractors are necessary to supplement the in-house upfitting and decommissioning efforts. Due the vastness of the workload, multiple contractors are needed to complete upfitting and decommissioning in a timely manner.
The city notified 24 vendors, and 13 vendors viewed the bid. Of those 13 vendors, the City received five (5) responsive bids and one (1) nonresponsive. Vendor requirements included demonstrated experience of similar work, registered to conduct business in the State of Texas, and providing a minimum one-year labor warranty. The department has reviewed all submitted bids to confirm these five (5) bidders are capable of fully meeting the requirements of this contract as specified in the bid documents. Staff will assign work to the vendors based on price, availability, and past performance.
The total estimated annual expenditure is $250,000. The pricing from the recommended bidders is within budget. Total contract expenditures will not exceed the budget appropriation.
Failure to award this contract would result in the Fleet Equipment Services division of Public Works not having access to the necessary contracted support to supplement in-house efforts for upfitting and decommissioning emergency service vehicles in a timely manner. This could lead to significant delays in placing new vehicles into service and removing decommissioned units from the fleet.
