Discussion and direction re: General and Technology Solution Compensation Plans. 

PREVIOUS ACTION/PRESENTATION

A memo was provided to city council the week of May 5, 2025, that provides an overview of the compensation policy changes and implementation plan.

 

Previous to this memo, a presentation was made to city council on May 28, 2024, regarding the Compensation Philosophy and Structure Study.

BACKGROUND

The city’s Compensation Philosophy and Market Study project started back in early 2024, and we have implemented certain milestones, such as updated policies and the wage tool.  The next phase of the project is to implement the new General and Technology Solutions pay plans.  When implementing new pay plans, some employees' pay will fall below the new minimum pay for their salary range.  Pay for affected employees will need to be adjusted first to reflect the new minimum.  Once this is complete, then the next step will be to evaluate employee’s experience against job requirements to ensure appropriate placement within the new salary range.  This compensation initiative will ensure the City remains competitive in the labor market while maintaining fairness and transparency in compensation.  

FINANCIAL SUMMARY/STRATEGIC GOALS

This item approves changes to the General and Technology compensation plans.  The FY 2024-25 cost to implement the new pay ranges and adjust impacted employees' pay to the new salary range minimums is estimated to be $287,369 for salary and benefits.  Money was set aside in the FY 2024-25 Adopted Budget to cover these adjustments.  Future year costs will be included within council approved appropriations.

 

Approval of the compensation policies and implementation plan aligns with the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
