Public Hearing and consideration of an Ordinance to repeal City of Plano Ordinance No. 2022-1-17, codified as Article XX, Residential Code, of Chapter 6 of the Code of Ordinances; adopting the 2024 Edition of the International Residential Code, with certain additions, deletions, and amendments, as the Residential Code of the City of Plano; and providing a repealer clause, a severability clause, a savings clause, a penalty clause, a publication clause, and an effective date. Conducted and adopted Ordinance No. 2025-6-15

North Central Texas Council of Governments (NCTCOG) Regional Codes Coordinating Committee and its Advisory Boards reviewed the most recent regional amendments to several of the 2024 International Codes.  Based on their review and recommendation, the NCTCOG Executive Board has endorsed the amendments and has encouraged local adoption of the codes with the amendments.

The Building Standards Commission (BSC) held four meetings to review the codes and regional amendments.  Based on their review, the BSC has provided their recommendation for approval. 

Supporting documents attached to this agenda item include the memo from the May 28, 2025 POM, recommendation letter from the BSC, summary letter from the NCTCOG, support letter from Dallas Builders Association, and minutes from each of the BSC meetings.

Each of the recommended codes is being presented as a separate ordinance with effective date of August 1, 2025.  The Texas Local Government Code requires a public hearing before adopting the International Residential Code and the International Building Code.  All other ordinances will be considered on the consent agenda.
