The Plano Police Department respectfully recommends approval of a purchase agreement with Motorola Solutions, Inc. to replace aging portable radios and body-worn cameras used by our first responders and support personnel.
This proposal includes the acquisition of:
• 380 APX N70 portable radios with accessories
• 500 V700 body-worn cameras with mounting and charging systems
• 10 M500 in-car video systems for new vehicles
• 3 years of software licensing (VideoManager EL Cloud, CommandCentral Evidence, CommandCentral Aware)
• 3 years of data hosting via Azure Government Cloud
• 3 years of wireless connectivity for V700 cameras
• 3 years of transcription and analytics services from Truleo, Inc.
• 5 years of smart app licensing and wireless service for N70 radios
For many years, the Plano Police Department has relied on Motorola Solutions, Inc. to provide essential public safety technologies. The current APX 6000 radios, in service since 2015, have reached the end of their support lifecycle and must be replaced. The new APX N70 radios offer LTE, WiFi, Bluetooth connectivity, enhanced audio, voice control, and other features that will improve communication and safety in the field.
Likewise, the V700 body-worn cameras will replace the V300 models purchased in 2021, which are no longer under warranty. These updated cameras offer live streaming and precise location tracking tools that enhance transparency and situational awareness during critical incidents.
The total cost of this procurement is $5,674,069, available through the department’s Equipment Replacement Fund (ERF), and is being sourced via HGAC Cooperative Contract #RA05-21. Motorola Solutions, Inc. is the sole source provider for the P25-compliant radios required to ensure compatibility with our existing communications infrastructure.
Continuing with Motorola Solutions, Inc.’s camera and data systems also ensures significant cost savings by leveraging our existing investments in backend infrastructure, minimizing transition costs, and reducing the need to replace related equipment.
The current agreement for software licensing and data hosting expires on June 30, 2025. Failure to proceed with this purchase will impact the operational readiness and communication capabilities of our first responders. We respectfully request Council’s support in approving this essential investment in public safety technology.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
