The Engineering Department recommends approval of an expenditure in the amount of $1,756,220 for construction services from Lumin8 Transportation Technologies, LLC for the Traffic Signal Cabinet Upgrade project. This project includes installation of 240 traffic signal cabinets of various sizes.

The Purchasing Department notified 1,748 vendors of the request for bids for this project. Bids were opened May 15, 2025, at 2:00 p.m. Eight (8) vendors submitted bids for this project. Lumin8 Transportation Technologies, LLC was deemed the lowest responsive and responsible bidder based on their bid submission. Lumin8 Transportation Technologies, LLC also has successful experience with traffic and traffic signal cabinet equipment installation in Plano and around the DFW Metroplex. The traffic signal cabinets are being procured under a separate contract.

The benefits upgrading our 20+ year old traffic signal cabinet technology are significant including: a) increased safety; b) energy efficiency; c) simplified maintenance; d) advanced diagnostics; and e) expansion and integration of future technologies. The new traffic signal cabinets will give the Traffic Management Center personnel remote and real-time access to our in-field traffic signal equipment which will allow staff to respond to incidents and failed equipment much faster. 

Not approving the expenditure would result in less than optimal day-to-day operations, absence of expansion capabilities, continuation of a lack of monitoring all equipment remotely, and not improving the driving experience of Plano motorists.  

Funding for this item is budgeted in the 2024-25 Street Improvements CIP and is planned for future years as well. Construction services for the Traffic Signal Cabinet Upgrade - Installation project in the total amount of $1,756,220 will leave a current year balance of $194,378 for future expenditures.

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
