ITEM SUMMARY

To approve an expenditure for engineering professional services for Neighborhood Traffic Management Program, Project No. TP-S-00017, in the amount of $110,780 from Fehr & Peers for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $110,780 for engineering professional services from Fehr & Peers for the Neighborhood Traffic Management Program. This program requires analysis and ranking the locations submitted by citizens requesting traffic management or traffic calming.  In addition to the analysis of the locations, Fehr & Peers will support data collection efforts through origin-destination studies and speed/volume studies that cannot be completed by staff. Fehr & Peers will review each location and score them based on the established process found in the City of Plano Street Design Standards. Fehr & Peers will assist by determining the appropriate traffic management/calming treatments.  

 

Fehr & Peers was deemed most qualified firm based on their Statement of Qualifications submission for RFQ No. 2023-0003-X Transportation Engineering Division On-Call Service Program. Fehr & Peers also has experience analyzing and designing traffic calming measures for multiple other agencies. 

 

This program will advance the Neighborhood Traffic Management Program that was established in 2023 and will improve traffic safety in neighborhoods.

 

Not approving this expenditure would result in delays to the Neighborhood Traffic Management Program.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2024-25 Street Improvement CIP and is planned for future years as well.  Professional design services for the Neighborhood Traffic Management Analysis project in the total amount of $110,780 will leave a current year balance of $20,000 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
