The Tom Muehlenbeck Recreation Center (TMC) is currently undergoing a bond-funded facility renovation.
The Capital Maintenance Fund includes a project to replace the plaster in the indoor competition pool, the indoor leisure pool, and the outdoor lower pool at the TMC. Swimming pool plaster is a critical component for both functionality and aesthetics, sealing the pool and providing a visually appealing finish component of a pool.
The re-plastering work is programmed as part of the scheduled maintenance for the facility.
To minimize the duration of the closure of the TMC, and reduce disruption to facility patrons, the re-plastering project has been timed to be performed concurrently with the larger bond-funded renovation.
A Request for Proposal was issued for the re-plaster project, and responses were received from two vendors. A committee evaluated and ranked the proposals based on the criteria provided in the RFP Recap.
It is the department’s recommendation to award RFP No. 2025-0140-B Pool Re-Plaster at Tom Muehlenbeck Recreation Center, to Sunbelt Pools, Inc., the top ranked vendor, in the amount of $223,000.
If the item is not approved, the re-plastering will not occur in conjunction with the facility renovation, resulting in further delays in the facility reopening, leading to a loss of service to the public. If the plaster is not replaced, the pools will be at risk of failure as the existing plaster remains in place beyond its scheduled replacement window.
