Consideration of an Ordinance to amend Section 16-19 – Fees for zoning, rezoning and other miscellaneous fees, of Article II – Fees Generally, of Chapter 16, Planning and Development, of the Code of Ordinance of the City of Plano; establishing new fees for Notices and Water & Sewer Studies; providing a repealer clause, a severability clause, a publication clause, and an effective date. Adopted Ordinance No. 2025-8-16 |
| | | | | | | | BACKGROUND The purpose of this item is to add two new fees consistent with the city's Cost Recovery Policy, a framework established to recoup the appropriate level of costs associated with providing programs and services:
- Notices, including renotices: This fee will be charged for noticing of development due to Senate Bills 15 and 840, as well as for zoning appeals, zoning cases, residential replats, and renoticing when due to a change in the request or a significant delay on the part of the applicant.
- Water & Sewer Study: This fee will be charged as part of an infrastructure impact analysis to help ensure there is sufficient capacity due to new development or redevelopment.
Additional notices and a water and sewer study are proposed to be added to the city's development procedures as part of Zoning Case 2025-007 and Subdivision Ordinance amendment 2025-001 which are also included on this agenda. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS This item establishes a new fee for the mailing of courtesy notices, where required by law, to owners of property surrounding properties for zoning cases, residential replats, or development. This item also establishes a new fee for the review of water and sewer studies. The amount of additional revenue to be received is indeterminable at this time. All additional revenue will go to the General Fund.
Approval of these fee additions support the City's Strategic Plan Critical Success Factors of Residential and Commercial Economic Vitality as well as Excellent, Innovative, and Accountable City Government. |
