| | | | | | | | BACKGROUND The Parks and Recreation Department opened bids on July 17, 2025 for Oak Point Park Hillside Parking Lot and Restroom, Project No. PKR-P-00060. The project will construct a parking lot, event lawn, restroom building, full-sized reservable pavilion, a family pavilion for casual use, complete trail connections on the east side of the park, sidewalk connections on Los Rios Boulevard, tree planting, and irrigation.
The bid award includes bid alternate and options for a reservable full-sized pavilion and non-reservable family pavilion. While both base and alternate bids are appropriate for this phase of park development, the alternate bid is preferred because it activates more of the property for public use, allows for more flexibility of the new amenities for events and programs, and provides for greater ad hoc use by park patrons. After evaluation, the Parks and Recreation Department recommends awarding the bid alternate and options.
The lowest responsive and responsible bid was submitted by Millis Development and Construction-Dallas, LLC in the amount of $7,863,182, including all bid alternates. There was a total of 2,450 vendors notified of this project. Eight (8) complete bids were received for the project as shown in the attached bid recap.
The benefit of this project includes completed and expanded trail connections and greater recreational use of the site. If this project is not approved, funding approved by the voters will not be used to complete already installed park features designed to maximize the park’s potential, nor may the site be able to adequately host future run/walk events and other special events as originally intended. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is budgeted in the FY 2025-26 Park Improvements CIP and is planned for future years as well. Construction services for the Oak Point Park Hillside Parking Lot and Restroom project in the total amount of $7,863,182 will leave a current year balance of $198,650 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
