To amend Section 12-73(d), Same — Specific zones, of Article IV, Speed, of Chapter 12, Motor Vehicles and Traffic, of the City of Plano Code of Ordinances, to establish school zones on Hedgcoxe Road and Preston Meadow Drive, within the city limits of the City of Plano; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. Adopted Ordinance No. 2025-10-4

The BASIS Charter Schools opened a K–12 campus on the northwest corner of Hedgcoxe Road and Preston Meadow Drive September 2025. The attendance for this school is around 1,300 students, which is comparable in size to the PISD senior high schools. Although the vast majority of students are driven to school by parents, some students reside in the neighboring community and walk to school.

Parents have contacted the City about student pedestrian safety concerns and have requested 20 mph school zones on Hedgcoxe Road and Preston Meadow Drive.

The Transportation Engineering Division has evaluated the student usage of these streets and recommends that school zones be established on Hedgcoxe Road and Preston Meadow Drive adjacent to the campus. Furthermore, City staff have coordinated with the BASIS School campus administration and the Plano Police Department regarding the safety issues and school zone requests.

This item has no immediate financial impact; however, some revenue may be collected as fines resulting from violation of this ordinance.  The exact change in revenue is indeterminable and will have minimal impact on the General Fund budget.
