ITEM SUMMARY

RFB No. 2025-0479-B for Rigsbee Drive, Peppertree Place, Laurel Lane and Trailridge Drive - Paving and Water Improvements, Project No. ENG-CMB-00003, for the Engineering Department to SYB Construction Co., Inc in the amount of $7,253,979; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department opened bids on September 9, 2025, for the Rigsbee Drive, Peppertree Place, Laurel Lane and Trailridge Drive – Paving and Water Improvements, Project No. ENG-CMB-00003. The project includes replacing approximately 5,200 linear feet of 6-inch and 8-inch waterlines, full street pavement reconstruction, and installation of barrier-free ramps along Rigsbee Drive, Laurel Lane, and Trailridge Drive. It also covers approximately 2,310 linear feet of pavement replacement and sidewalk ramp replacements on Peppertree Place. The scope also replaces approximately 260 linear feet of multiple box culverts with streambank stabilization along streams 2D8 and 2D10 adjacent to Rigsbee Drive.

 

The bid award includes an alternate option for 570 linear feet of water pipe along Rigsbee Drive. Due to the street layout, this alignment minimizes bends in the line. Bidders provided prices for both Fusible PVC (Base Bid Item 81) and High-Density Polyethylene (HDPE) pipe (Alternate). While both are acceptable, the HDPE option offers better reliability, lower cost, and easier maintenance. The Engineering Department recommends awarding the alternate bid.

 

The lowest responsive and responsible bid was submitted by SYB Construction Co., Inc in the amount of $7,253,979 as an alternate bid. There was a total of 2,570 vendors notified of this project. 12 complete bids were received for the project as shown in the attached bid recap.

 

If this project is not awarded, it will result in the continued deterioration of aging waterlines and street pavement, continued overtopping of neighborhood streets during heavy rainfall events, and erosion that continues to expand and threaten adjacent properties. These issues will result in a continued increase of long-term maintenance costs for the City and diminish the overall quality of life for residents in the affected areas.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is budgeted in the 2025-26 Street Improvement CIP, Water CIP, and Municipal Drainage CIP and is planned in each fund in future years as well. Construction services for the Rigsbee Drive, Peppertree Place, Laurel Lane and Trailridge Drive - Paving and Water Improvements project in the total amount of $7,253,979 will leave a combined balance of $605,843 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
