| | | | | | | | ITEM SUMMARY To approve an expenditure for construction materials testing professional services for Rigsbee Drive, Peppertree Place, Laurel Lane and Trailridge Drive - Paving and Water Improvements, Project No. ENG-CMB-00003, in the amount of $190,178 from Terracon Consultants, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved |
| | | | | | | | BACKGROUND The Engineering Department recommends approval of an expenditure in the amount of $190,178 for construction material testing services from Terracon Consultants, Inc. for Rigsbee Drive, Peppertree Place, Laurel Lane and Trailridge Drive – Paving and Water Improvements, Project No. ENG-CMB-00003. This project includes the removal and replacement of approximately 5,200 linear feet of 6” and 8” waterlines, full street pavement replacement, and barrier free ramps along Rigsbee Drive, Laurel Lane, and Trailridge Drive. It also includes approximately 1,310 linear feet of full street pavement replacement, and barrier free ramps along Peppertree Place. Additional scope includes the addition of two curb inlets on Laurel Lane, west of Rigsbee Drive and approximately 260 linear feet of multiple box culvert improvements with streambank stabilization along streams 2D8 and 2D10 adjacent to Rigsbee Drive.
Terracon Consultants, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0378-XR. Terracon Consultants, Inc. also has successful experience with the City of Plano Engineering Department in providing construction material testing services for projects with similar scope with concrete pavement testing, field density testing for water line trench compaction, etc. They are currently working on Water Rehabilitation for River Bend Phase 1 project with the Engineering team.
The benefit of this project includes verification that the materials furnished and installed by the Contractor meet or exceed project specifications and city standards.
Not approving the expenditure would result in limiting the contractor’s accountability to provide materials meeting the specified project requirements, potentially reducing the quality of materials placed and the infrastructure’s service life. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is budgeted in the 2025-26 Street Improvement CIP and is planned for future years as well. Material testing services for the Rigsbee Drive, Peppertree Place, Laurel Lane and Trailridge Drive - Paving and Water Improvements project in the total amount of $190,178 will leave a current year balance of $145,000 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
