| | | | | | | | BACKGROUND The Engineering Department opened bids on September 18, 2025 for the Monarch Drive, Charter Oak Drive, Kings Way, Queens Way, White Oak Drive & Desert Garden Drive Paving and Water Improvements, Project No. ENG-CMB-7572. The project includes replacement of existing street pavement, sidewalk, and water at the following locations:
- Monarch Drive and Court – Between Royal Oaks Drive and Charter Oak Drive (1423 LF)
- Kings Way – From Monarch Drive to Peachtree Lane (740 LF)
- Queens Way – From Monarch Drive to Peachtree Lane (810 LF)
- Charter Oak Drive – Between Duchess Trail and Royal Oaks Drive (1511 LF)
- White Oak Drive and Court – Between White Oak Drive to end of the cul-de-sac (1491 LF)
- Desert Garden Drive – From Watersedge Drive to end of the cul-de-sac (534 LF)
- Peachtree Lane - Between Kings Way and Queens Way. (550 LF) – Installation of storm drain only – (550 LF)
The scope of improvements include replacement of 20,611 SY of 6" reinforced concrete pavement, 5,741 SY of 4" concrete sidewalk, 6,000 LF of 6" water main, and installation of 550 LF of new storm drain pipe.
The lowest responsive and responsible bid was submitted by Tri-Con Services, Inc. in the amount of $3,944,150. There were a total of 2,585 vendors notified on this project. Eighteen (18) complete bids were received for the project as shown in the attached bid recap.
If this project is not awarded, the result will be continued deterioration of the existing water lines, paving, and storm drain system along the project limits, leading to higher maintenance costs, more frequent service interruptions, roadway damage, localized flooding, and an overall negative impact on the quality of life in this neighborhood. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is budgeted in the 2025-26 Street Improvements CIP and Water CIP and is planned for future years in both funds as well. Construction services for the Monarch Drive, Charter Oak Drive, Kings Way, Queens Way, White Oak Drive & Desert Garden Drive Paving and Water Improvements project in the total amount of $3,944,150 will leave a combined balance of $405,850 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
