Public Works recommends the bid for the Arterial Overlay - 2026 project be awarded to Austin Bridge & Road, LP in the amount of $5,397,541; to be accepted as the lowest responsive and responsible bid for the project, conditioned upon timely execution of all necessary documents. A total of 2,688 vendors were notified of the bid, nine (9) submitted a “No Bid,” and four (4) bids were submitted.

This project is to furnish a thin overlay on four arterial road sections: Legacy Drive between Coit Road and Custer Road; Park Boulevard between the West City Limit and Preston Road; Parker Road between Independence Parkway and US 75; and Independence Parkway between Parker Road and Spring Creek Parkway. It also allows for the repair of 1,200 square yards of arterial concrete in the project scope area. This project also includes mill and overlay of the existing asphalt at railroad crossings on Plano Parkway and on Jupiter Road. Due to the specialized nature of the Overlay process as well as the railroad crossing repairs, the City does not currently have the staff or equipment needed to perform this project.

If this project is not awarded, the overlay and railroad crossing repairs will not occur. This will lead to elevated repair and maintenance costs in the future and the existing riding surface will not be improved.

The Engineer’s Estimate for this project is $9,250,000.

Funding for this item is budgeted in the 2025-26 Street Improvement CIP and is planned for future years as well.  Construction services for the Arterial Overlay - 2026 project in the total amount of $5,397,541 will leave a balance of $602,459 for future expenditures.
