ITEM SUMMARY

Consideration to approve an Interlocal Agreement between the City of Plano and Dallas Area Rapid Transit (DART) to provide "General Mobility Program" funds for transportation-related projects. 

BACKGROUND

This interlocal agreement establishes a partnership between Dallas Area Rapid Transit (DART) and the City of Plano to provide “General Mobility Program” funds for transportation-related projects. Eligible cities can receive a portion of their sales tax contributions to support projects that benefit DART’s public transportation system or complementary services, subject to DART approval and compliance with reporting, financial, and operational requirements.

The agreement outlines the City’s responsibilities for project implementation, insurance, and maintaining good financial standing, while DART oversees project approval and fund disbursement. It sets timelines, audit rights, dispute resolution procedures, and conditions for termination. Additional provisions restrict withdrawal from DART and certain legislative actions during the term, ensure equal treatment with other service area cities, and establish legal and administrative terms through September 30, 2031.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item approves the execution of an Interlocal Agreement with Dallas Area Rapid Transit (DART) that may provide the City of Plano up to 25% of its sales and use tax revenue paid to DART annually for the term and under the conditions of this agreement.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of Multi-Modal Transportation and Mobility Solutions.
