ITEM SUMMARY

Consideration of an Ordinance to amend Section 8-3, City Ambulance Service, of Article I, In General, of Chapter 8, Fire Prevention and Protection, of the Code of Ordinances of the City of Plano to establish user fees for certain City Ambulance Services; and providing a repealer clause, a severability clause, a savings clause, and an effective date. Adopted Ordinance No. 2026-5-6

 

PREVIOUS ACTION/PRESENTATION

On September 16, 2025, the City Council of the City of Plano enacted Ordinance No. 2025-9-12 updating user fees for ambulance services.

BACKGROUND

On September 16, 2025, the City Council of the City of Plano enacted Ordinance No. 2025-9-12 updating user fees for ambulance services.  The City's Fire Department ambulance service anticipates having the capability of performing medically appropriate pre-hospital blood transfusions.  It is necessary to establish separate user fees for pre-hospital blood transfusions administered by the City's fire department ambulance service to cover escalated operational costs.  The City has determined that the cost to the city to provide the service of administering pre-hospital blood transfusions is equal to or exceeds the proposed fee amounts for pre-hospital blood transfusions.  The City Council, after all things considered, finds and determines that amendment of fees for ambulance services to include fees for pre-hospital blood transfusion administered by the City's Fire Department ambulance service is necessary and in the best interest of the City and its residents.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item approves additional fees for pre-hospital blood transfusions to be added to Plano Fire-Rescue's ambulance service fee schedule. These additional fees will increase ambulance service fee revenue by approximately $8,750 for the remainder of FY 2025-26 and by approximately $35,000 in annual revenue each year thereafter.

 

Approval of this additional fee will support the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government with Safe, Vibrant Neighborhoods.
