SUMMARY OF ITEM
Sparrows Point Drive is a 26-foot wide residential street fronting Schimelpfenig Library at its north boundary. Library patrons are provided with off-street parking spaces located adjacent to and across from the library; however, a number of library patrons park their vehicles on both sides of Sparrows Point Drive near the library instead of parking their vehicles in designated spaces. At various times of the day, especially when events are held at the library, the view of motorists is obstructed and normal flow of traffic is suspended due to on-street parking adjacent to the library.
The public has requested the prohibition of on-street parking on the west side of Sparrows Point Drive adjacent to Schimelpfenig Library. The Manager of the library is in support of the proposed parking restriction.
Staff recommends adopting the attached ordinance to prohibit stopping, standing, and parking of motor vehicles along and upon the proposed section of Sparrows Point Drive in order to provide for the safety of the general public within the area.
