This revenue will be deposited to the Park Improvement CIP to fund future park land acquisitions by the Plano Parks and Recreation Department. |

SUMMARY OF ITEM
The North Texas Municipal Water District (NTMWD) needs to make improvements on park land known as Ridgeview Ranch Golf Course to service the adjacent Ridgeview Pump Station. These improvements are to provide needed capacity for the plant. The proposed infrastructure and easements are to memorialize both new and existing infrastructure on park land adjacent to the existing plant.
Chapter 26, Section 26.001 of the Parks And Wildlife Code states that “A department, agency, political subdivision, county, or municipality of this state may not approve any program or project that requires the use or taking of any public land designated and used prior to the arrangement of the program or project as a park, recreation area, scientific area, wildlife refuge, or historic site, unless the department, agency, political subdivision, county, or municipality, acting through its duly authorized governing body or officer, determines that:
(1) there is no feasible and prudent alternative to the use or taking of such land; and
(2) the program or project includes all reasonable planning to minimize harm to the land, as a park, recreation area, scientific area, wildlife refuge, or historic site, resulting from the use or taking.”
There is no feasible alternative to this project as the improvements must be made in this close proximity to the existing water meter vault station and cannot feasibly be accomplished in any other manner. NTWMD has consulted with Parks staff to design the project with minimal damage to the parkland.
It is the recommendation of the Parks and Recreation Department that the Council conduct a public hearing for the purpose of allowing a portion of the Ridgeview Ranch Golf Course to be used as easements by NTMWD. Three easements are requested and the NTMWD will compensate for the easements for a total of $24,690, breakdown as follows:
Permanent Waterline Easement of 0.4447 acre (19,371 sf) - $19,891
Permanent Access Easement of 0.0887 acres (3,864 sf) - $3,968
Temporary Construction Easement of 0.1467 acre (6,390 sf) - $831
The Department noticed the Chairperson for the Parks and Recreation Planning Board and the public by publication. The matter was heard by the Parks and Recreation Planning Board on October 1, 2019 and received the Board’s support.
