SUMMARY OF ITEM
This item will allow the wayside horns at the KCS railroad crossings at Plano Parkway and US 75 to be reinstalled . The wayside horns were removed during the reconstruction of the Plano Parkway at US 75 roadway bridge and railroad crossing. The removal has affected the status of the railroad quiet zone along the KCS railroad in the southern portion of Plano. The wayside horns must be reinstalled before the quiet zone can be reestablished. If the quiet zone is not reestablished, the much louder train horns on the locomotives will continue to sound as they approach each railroad grade crossing, reducing the quality of life for residents in the vicinity of the affected grade crossings.
