The Engineering Department accepted proposals on September 5, 2019 for Preston Tank Painting and Site Improvements, Project No. 7038 which includes the following:
· Painting tank interior and exterior to include the City of Plano logo
· Replace steel hatches and repair miscellaneous steel structures
· Remove and replace 24-in dresser coupling due to excessive corrosion.
· Security fencing with concrete mow strip and irrigation.
There were a total of 251 vendors notified of this project. The City received six (6) proposals for this project. After reviewing all materials provided in the initial proposals and reviewing references; all evaluation committee members determined that J.R. Stelzer Co. was the highest ranked offeror and would provide the best overall value to the City for the Preston Tank Painting and Site Improvements project.
The Evaluation Criteria and associated weights for this Competitive Sealed Proposal (CSP) were as follows:
1. Project Cost was 50% of the overall score.
2. Relevant Experience and References was 30% of the overall score.
3. Superintendent Qualifications was 20% of the overall score.
The projected cost for all six (6) sealed proposals exceeded the award limits as allowed for Competitive Sealed Proposals per the Local Government Code. To meet the award limitations, the committee identified multiple items that could be removed to reduce the scope of work. The items identified were security fencing, tree and shrub removal, concrete mow strip, driveway and slope placement. Once these items were identified, the City negotiated a Best and Final Offer (BAFO) and reduction of the scope of work with J.R. Stelzer Co. The BAFO and reduction in the scope of work resulted in a cost of $1,492,000, which is below the Local Government Code award limit and provides the best overall value to the City.
If not awarded, the City will not be able to proceed with the tank painting and site improvements, which allow the continued deterioration of the existing tank and further increase maintenance costs in the future.
