The Public Works complex near the intersection of Plano Parkway and Commerce Drive includes two primary buildings. The Public Works Operations building (Parkway Service Center), supports utility operations teams, traffic operations, streets, drainage, Environmental Waste Services and Public Works Administration. The Fleet Services building is the location where maintenance of city vehicles and equipment occurs. Both buildings are nearly 30 years old and have had minimal updates over their life. Over 300 employees work out of these facilities, which are currently overcrowded. Also, because there have been few modifications, the facilities need to be updated to current codes.
This project will provide the following:
- Updates to comply with ADA accessibility regulations
- Technology updates including audio/visual, network equipment, cabling, data equipment rooms
- Access control systems to enhance the security of the work areas
- Replace the aging heating/air conditioning system
- Fire alarm system to comply with current code
- Adjust the layout of the office areas to provide for the increased number of staff
- General refresh of the floors, walls and ceilings; update of the restrooms; improved lighting, furniture and various other interior updates
- Exterior landscaping and irrigation updates to meet development standards
Funding for this project is provided from the 2017 and 2019 bond referendums that approved a combined $7.8 million for renovations to the Public Works and Fleet Services facilities. In addition to the bond funds, $550,000 has been budgeted in the Facilities Capital Maintenance Fund for the HVAC system replacement, for a total project budget of $8.35 million.
Strohmeyer Architects Inc. is recommended for the design of this project because they have a significant amount of experience with these two facilities and are currently under contract to design interim renovations necessary to accommodate additional Public Works.
If this agenda item is not approved, these facilities will continue to experience overcrowding and deterioration, leading to increased safety concerns. Staff recommends awarding an Architectural Professional Services Agreement to Strohmeyer Architects Inc. for design services for the Parkway Operations and Fleet Services Renovations, in the amount of $717,228.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(4).
