RECOMMENDED ACTION:Approval of Change Order

ITEM SUMMARY

To approve an increase to the current awarded contract amount of $5,121,382 by $90,369, for a total contract amount of $5,211,751, for 18th Street and Rigsbee Drive Reconstruction, Project No. 6651, from Jim Bowman Construction Company, L.P. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. (Contract No. 2019-0204-B; Change Order No. 3) Approved

PREVIOUS ACTION/PRESENTATION

On February 25, 2019, City Council awarded a construction bid in the amount of $5,029,248 for 18th Street and Rigsbee Drive Reconstruction, Project No. 6651.

 

On May 26, 2020, City Council authorized Change Order No. 2 for additional construction work in the amount of $71,135 for 18th Street and Rigsbee Drive Reconstruction, Project No. 6651.

BACKGROUND

The City executed Change Order No. 1 on May 23, 2019, in the amount of $21,000 to lower storm sewer in Rigsbee Drive to clear Frontier Communications facilities.  Change Order No. 2 was executed on May 27, 2020, in the amount of $71,135 for additional paving work due to unforeseen conditions or City-driven requests.

 

The Engineering Department recommends approval of Change Order No. 3 for an increase in the amount of $90,369 for 18th Street and Rigsbee Drive Reconstruction, Project No. 6651 with Jim Bowman Construction Company, L.P. Change Order No. 3 adds additional scope and will update several deficient pavement areas previously not identified within the project limits. These areas are outside the original intent of the project, but are recommended for replacement.  The additional scope includes:

 

1. Pavement replacement on Briarwood Drive, Janet Drive, 15th Street, and Dale Drive due to pavement deterioration.
2. Sidewalk replacement on Braden Cove, Camelot Cove, and Bristol Cove due to deterioration and ADA non-compliance.
3. Traffic control devices required for additional repairs/replacements.

If this change order is not approved, the pavement and sidewalk will continue to deteriorate in these areas.  This will result in safety issues, additional maintenance costs, and reduction in the quality of life for the surrounding community.

 

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2019-20 Street Improvements CIP.  Change Order No. 3 for the 18th Street and Rigsbee Drive Reconstruction, Project No. 6651, in the total amount of $90,369, will leave a balance of $254,745 for future project expenditures. 

 

Approval of this item will support the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government that offers Multi-Modal Transportation and Mobility Solutions.
