ITEM SUMMARY

Public Hearing and Comment: Review of the Consolidated Annual Performance Evaluation Report describing the use of federal funds. This report details how the City used U.S. Department of Housing and Urban Development funds during the 2019-20 grant year. The public will be given an opportunity to speak on the report during the public hearing. Presented and conducted

BACKGROUND

The Consolidated Annual Performance Evaluation Report (CAPER) is prepared as an annual requirement for the City to continue receiving Community Development Block Grant (CDBG) and HOME Investment Partnership funds from the U.S. Department of Housing and Urban Development (HUD). Its purpose is to inform the public of the use of these funds during the most recent 12-month grant cycle: October 1, 2019 through September 30, 2020. The 2019-20 grant year is the final year of Plano’s 2015-2019 HUD Consolidated Plan for housing and community development needs.

 

Plano expended $2,158,624 in federal funds from HUD during the 2019 grant year. In addition to its regular CBDG and HOME allocations, the City was granted $828,593 in first round CDBG-Coronavirus funds for programs that prevent, prepare for, and respond to COVID-19. The City spent $340,348 of its CDBG-CV funds during the 2019 grant year.

 

One hundred percent of funds expended were used to provide housing and/or public services to low and moderate income persons. A total of 520 individuals and 25 households were assisted. Projects related to creating and sustaining housing included housing rehabilitations for 24 households and down payment assistance for one first-time homebuyer. A total of 440 individuals received homelessness prevention assistance, of which 321 were economically impacted by the COVID-19 Pandemic. Projects that contributed to suitable living environments included homeless shelter and supportive services for 28 individuals and youth programs for 52 individuals.

 

The Community Relations Commission received the report and commented at an open meeting on November 12, 2020. There were no comments from the public at this meeting.  Comments received during the City Council public hearing will be included in the report to HUD. The report will be submitted to HUD on or after December 15, 2020.
