RECOMMENDED ACTION:Award/Rejection of Bid/Proposal

ITEM SUMMARY

RFB No. 2020-0406-B for Animal Services Selected Interior Renovation for Animal Services Department to Gomez Floor Covering, Inc. dba GFC Contracting in the amount of $151,738; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Plano Animal Services building, located at 4028 Plano Parkway, is in need of renovations to the interior, as follows:  

  • Replacement of cages in the cat isolation ward, receiving area, and the maternity room
  • Renovation of the dog isolation area with more durable CMU walls and glass doors
  • Reclaiming currently unusable shelter space to expand the dog isolation area to include separate rehabilitation facilities for small and large dogs

 

Bids for the Animal Services Selected Interior Renovations have been received.  Staff has reviewed the bids and recommends award to the lowest responsive, responsible bid which is Gomez Floor Covering, Inc. dba GFC Contracting, in the amount of $151,737.81.

 

These changes will allow Animal Services staff to better maintain and sanitize the areas and provide a healthy environment for the animals. Many runs are already unusable and are not in compliance with state requirements which mandates facilities be maintained in good repair in order to protect the animals from injury, to contain them, and to prevent transmission of diseases.  If this project is not approved:

  • The unusable runs and the deteriorated dog isolation area will remain in their current condition with jagged metal that risks injuring the animals and allows transmission of fluids between runs causing the runs to not be in compliance with Texas Administrative Code Section 169.26. 
  • Staff will continue to install patches, as necessary, to keep the space safe for the animals, but inevitably it will become unacceptable for animal housing.
  • There will be no area to rehabilitate sick dogs so they can go back up for adoption and euthanasia will increase.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for these renovations is available in the 2019-20 Animal Control Operating Budget and Animal Shelter Donations Fund.  The total amount of this item is $151,738 of which $55,000 will come from the Animal Control Budget which is in the General Fund.  The remaining $96,738 for the project will come from the Animal Shelter Donations Fund.

 

Approval of this agenda item supports the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
