ITEM SUMMARY

To ratify an expenditure in the amount of $55,628 for lead remediation at the Plano-Richardson Police Training Center from EHP Consulting, LLC for the Police Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Plano Police Department is requesting ratification of the expenditure for lead remediation at the Plano-Richardson Police Training Center.  The Department has a lead testing process for employees who work at the range or who spend increased amounts of time training on the range, such as the tactical units.  In May of 2020, results from routine testing showed elevated Blood Lead Levels (BLLs) in three employees.  As a result of these elevated BLLs, the Department contracted the service of EHP Consulting to test both the indoor and outdoor areas of the range.  EHP conducted the initial sampling on June 17, 2020 and additional samplings on July 27, 2020.  The samples consisted of surface wipes from various indoor and outdoor surfaces and air sampling around the “breathing zone” of multiple personnel shooting in the indoor facility.  All samples showed elevated lead levels.  In their final report, EHP recommended a formal cleaning of the facility by individuals trained in Lead-Safe Work Practices and that additional cleaning and officer decontamination procedures be implemented.  Following the results of EHP’s report, shooting on the range was discontinued until suggested changes could be implemented.  During this process, a faulty lead monitoring instrument was identified and the air filters were replaced.  Once cleaned, additional maintenance protocols will be implemented to reduce lead contamination for personnel working or using the range based on the recommendations of EHP.  EHP has been a regular service provider with the City and will oversee the contract with a lead mitigation company who will complete the cleaning process. 

 

The training center is currently used for firearms training for two of our Basic Police Officer Courses (BPOCs).   Additionally, the Department is providing annual in-service training for all sworn personnel which includes eight (8) hours of firearms training and completing the annual TCOLE firearms proficiency requirements for sworn personnel.  Due to the increased use of the range during this period and the need to maintain the schedule for training and proficiency certifications, the Department approved the testing and mitigation process recommended by EHP.  The Department requests ratification of the contract with EHP for this testing and cleaning process.

 

If this request is not approved, the increased lead levels at the range will pose a long-term safety hazard for staff, officers, and BPOC trainees and will require utilizing another range to complete required certification and training.

 

The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(2). (City of Plano Internal Contract No. 2020-0730-X)
