ITEM SUMMARY

Resolution No. 2020-11-1(R): To approve the Assessment Plan and Service Plan for the Downtown Plano Public Improvement District as recommended by the Public Improvement District Advisory Board and establishing an effective date. Adopted

PREVIOUS ACTION/PRESENTATION

On November 12, 2017, City Council approved renewing the Downtown Plano Public Improvement District (PID) for an additional five-year period. Overwhelming support for the PID continues to grow, as it benefits property owners and enhances recognition of the area through PID-funded events and beautification. Which is why the existing PID members sought to expand their borders in the Fall of 2019.  On December 9, 2019, Council acted upon the successful petition effort and approved the expansion.

BACKGROUND

The PID operates with an Assessment Plan and Service Plan that the City Council reviews and approves annually. The PID Assessment Plan outlines the funding sources available by way of the PID assessment; the City’s $50,000 contribution; and, any cash balance carried forward from previous years. The Service Plan outlines services and improvements to be carried out within the PID boundary. 

 

This item is the first of the three yearly Downtown PID items to be presented to Council.  The next item (December) will be a resolution to call a public hearing on an ordinance which approves of the assessment roll and levy. Upon approval of the resolution setting the public hearing, a notice will be published in the newspaper and letters will be sent to all Downtown PID property owners to let them know about the public hearing.  The final Council item (January) is to conduct the public hearing and approve the ordinance which approves of the assessment roll and levy.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item has no financial impact; however, the approval of the assessment roll and levy (in January) will obligate the City’s contribution.  The City’s contribution is a general fund expenditure included in the approved 2020-21 budget.

 

Approval of this Resolution supports the City's Strategic Plan Critical Success Factors of Residential and Commercial Economic Vitality and Excellent, Innovative, and Accountable City Government.
