On December 20, 2020, the responsibility for maintaining residential trash and recycling carts will transition from the current contractor to an in-house service provided by the Environmental Waste Services Division (EWS). With this change, it will be necessary for the City to purchase residential trash and recycling carts to be used for this program. In December 2019, to prepare for this transition, the EWS purchased approximately 100 trash carts manufactured by Rehrig Pacific Company, placed the carts into service and then evaluated them over the past year. This process has provided information necessary to determine this cart manufacturer meets the durability requirements for this program. During this one-year test period, no durability issues have been identified. Therefore, EWS recommends approval of a one-year contract with Rehrig Pacific Company, through US Communities Contract, in the estimated annual amount of $414,000, for the purchase of trash and recycling carts.
If this item is not approved, we would not be able to provide carts for new customers and service to our existing customers would be impacted.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Local Government Code; and by doing so satisfies State Law requiring local governments to seek competitive bids for items. Funding for the purchase of the residential trash and recycling carts will come from 45.748.6319 in the Environmental Waste Services budget.
