The Jack Carter Park Improvements project will restore and enhance the park after the maintenance facility is vacated next year when Parks staff moves into the High Point Maintenance Facility. This design project includes a topographic survey, geotechnical investigation, floodplain study, FEMA Letter of Map Revision (LOMR), design and construction documents for improvements to Jack Carter Park post-demolition for the enjoyment of the public. Plans include concrete trails, a potential trail connection on the north bank of Spring Creek at Independence Parkway, trail rest areas, benches, site furnishings, site lighting, drinking fountains, replacement restroom building with storage, parking lot access improvements, sod establishment and irrigation improvements. Funding for design and implementation of these improvements was approved as a 2017 Bond item.
The Parks and Recreation Department recommends approval of an expenditure in the amount of $275,000 for landscape architect professional services from Kimley-Horn and Associates, Inc. for the Jack Carter Park Improvements. Kimley-Horn and Associates, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2019-0396-X and their past efforts in master planning and community engagement for Jack Carter Park in 2018.
The benefit of this project includes the restoration of the fabric of the park, expanded trails, and greater recreational use of the site. If this project is not approved, funding approved by the voters will not be used to design the park features to reprogram the park once the Jack Carter Maintenance Facility is vacated.
Future action for this location will include demolition of the existing maintenance facility and restroom building, hazardous materials testing and abatement, and award of construction contract upon completion of park improvement plans.
