It is the recommendation of Fleet Services to purchase thirteen (13) Chevrolet Tahoe Police Pursuit Vehicles (PPV) in the amount of $443,359 from Reliable Chevrolet through SAT Contract No. 21-02-1016. Fleet Services and Purchasing have reviewed multiple Cooperative Contract quotes and found this to be the best value for the City.
These units are scheduled replacements from Capital Outlay FY2020-21 in Cost Center 532 Police. Due to operational demands, it is necessary to purchase at this time.
The purchase of these units is necessary for the following reasons:
1. The marked patrol units are used to replace vehicles in the patrol, traffic, neighborhood police officer, and crime prevention units.
2. The old units are in need of replacement. The determination for the need of replacement is based on age, usage, maintenance cost, and re-sale value. Based on these criteria, Fleet Services recommends the replacement of these units.
3. Failure to replace these units will lead to more downtime lost to vehicle repairs which would in turn lead to slower patrol response times to citizen calls for service. If these units are not replaced, additional maintenance costs will be incurred and the salvaged value of the units will be greatly depreciated.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items (SAT Contract No. 21-02-1016 / City of Plano Internal Contract No. 2021-0092-O)
