ITEM SUMMARY

RFB No. 2020-0721-B for Athletic Field Lighting Renovations at High Point Park North, Project No. 7243, for the Parks and Recreation Department to Nema 3 Electrical Contractors, Inc. in the amount of $1,109,000; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

Approved as a 2019 Bond item, the Athletic Field Lighting Renovations at High Point Park North project will replace the existing 35-year-old light poles and metal-halide light fixtures with new direct burial poles and LED light fixtures. The project includes removing all existing athletic field light poles and fixtures, replacing with direct burial light poles and LED fixtures, removing and replacing all existing underground electric conduits and associated wires, and relocating all existing controls and switchgear out of the existing restroom building to improve access.

The existing field lighting was originally installed in 1985. The metal poles are 35 years old and have reached their safe life expectancy. The new light fixtures will be LED. LED fixtures are able to light fields more precisely with considerably less light “spillage” than metal-halide fixtures. The project will also replace all of the underground electrical conduits which will resolve performance issues with existing 35-year-old conduit as it has separated due to age and soil plasticity.

The Parks and Recreation Department accepted bids on November 5, 2020 for the Athletic Field Lighting Renovations at High Point Park project. The lowest responsive and responsible bid was submitted by NEMA 3 Electrical Contractors, Inc. in the amount of $1,109,000. There were a total of 72 plan downloads from IonWave for this project. Two complete bids were received for the project as shown in the attached bid recap.

The benefit of this project includes switching over to LED technology and reducing athletic field light spillage, electric consumption, and frequent light replacements. Also, the project will replace the 35-year-old metal light poles that have reached their safe and useful life expectancy. If this project does not proceed, the light poles will not be replaced which will result in the loss of field usage for night play once the poles are removed due to concerns about their age and safety.
 

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Park Improvements CIP.  Approval of this contract to NEMA 3 Electrical Contractors, Inc., in the amount of $1,109,000, will leave a current year balance of $776,500 for future expenditures. 

 

Approval of this item supports the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
