ITEM SUMMARY

Consideration to approve an expenditure for the Oak Point Recreation Center Outdoor Pool, Project No. 7034.1, in the amount of $9,395,607 from Core Construction Services of Texas, Inc. for the Parks and Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

PREVIOUS ACTION/PRESENTATION

Council reviewed and approved the Oak Point Recreation Center Outdoor Pool as a proposed 2017 Bond project in December, 2016. The project was included in the final 2017 Bond slate of projects (Proposition 4, Recreation Center Improvements) and approved by the public in May, 2017. Council awarded Weston & Sampson Engineers, Inc. a professional services design agreement for the project master plan in October, 2018. Council awarded Weston & Sampson an engineering professional services design agreement for the development of construction documents in January, 2020. Council approved the project expenditure as part of the Parks and Recreation 2020-21 FY Capital Improvement budget in September, 2020.  

BACKGROUND

Under the direction of the Procurement and Project Management Department, a two step process, RFQ 2019-0436-B CMAR for Oak Point Recreation Center Outdoor Pool, a selection committee consisting of Parks & Recreation, Facilities Division staff, and the design consultant, convened to evaluate submittals. The City received eight qualifying submittals on July 9, 2019. After an initial evaluation, the selection committee requested presentations from the three top scoring firms. Each finalist presented a concept site plan, described pre-construction and construction approaches, identified potential challenges to the projects, and answered questions from the selection committee. Following a thorough review, the committee selected CORE Construction Services of Texas, Inc. as Construction Manager at Risk (CMAR) for the subject property and entered into a pre-construction services agreement on March 23, 2020.

 

During the pre-construction design period, CORE Construction Services of Texas, Inc., working with City staff and the design consultant (Weston & Sampson), developed a Guaranteed Maximum Price (GMP) for management and construction of the project. The GMP provides constructability feedback, construction cost estimates, and several value management and construction options that bring the project into budget. Staff and the design consultant have reviewed the GMP and recommend acceptance and approval in the total amount of $9,395,607 for the project.

 

Funding for the outdoor pool facility comes from Recreation Centers in the amount of $8,995,005. Funding for site improvements of sidewalk and parking lot additions comes from Park Improvements in the amount of $205,248. Funding for electrical and fire upgrades to the existing building comes from the Capital Maintenance Fund in the amount of $195,354.

 

Based on public input meetings and surveys conducted in the 2018 master planning process, the renovation scope of the existing outdoor pool is to create a family-friendly aquatic facility that is unique, does not compete with other city aquatic facilities, creates additional revenue, attracts users of all ages, and makes the most efficient use of staff.  Some project-specific components include: a new activity pool, a low intensity, double-ended wave pool, a splash pad with climbing tower structures, restrooms and showers, lifeguard office, ticketing and concession area, shade structures, rentable cabanas, electrical service code improvements, and equipment storage rooms.

 

In November 2016, the Parks and Recreation Planning Board reviewed the project and recommended inclusion as a 2017 Bond item. Two public meetings regarding the project were held in 2019 on 5/28 and 6/13 and an online survey sent to all recreation center members for feedback. Input from the Parks and Recreation Planning Board was solicited June 4, 2020.

 

The project will remove and replace aging pool equipment and infrastructure that has outlived its maintenance lifespan. The existing outdoor pool has been out of service since August 2019. Not approving the expenditure would result in additional costs in the form of maintenance and repair to the existing outdoor pool, or the pool will remain closed indefinitely, resulting is a loss of service and failure to meet public expectation regarding 2017 Bond Proposition 4. If the project is delayed, given the age and condition of the existing pool, a sizable investment would be necessary to reopen the existing outdoor pool at City standards.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Recreation Facilities CIP, Park Improvements CIP and Capital Maintenance Fund and is planned in the 2021-22 Recreation Facilities CIP, as well.  Award of the construction contract for the Oak Point Recreation Center Outdoor Pool, in the total estimated amount of $9,395,607 ($4,697,803 in FY 2020-21 and $4,697,804 in FY 2021-22) will leave a combined current year balance of $81,324 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factors of being a Welcoming and Engaged Community with an Excellent, Innovative, and Accountable City Government
