The City of Plano is dedicated towards improving the effectiveness and efficiency of PeopleSoft, which serves as our Human Resources Information System (HRIS) for talent management. To this end, in FY 2019-20, the City entered into a one-year agreement with Sierra-Cedar in an effort to implement modules and features that were intended to increase functional productivity and ease of use of PeopleSoft. This small-scale project proved successful in transforming critical processes from manual to electronic including new employee onboarding and health benefits open-enrollment.
Through the previous work with Sierra-Cedar and the intention of evaluating the vendor’s quality of work and establishing a sound partnership, staff recommends engaging with Sierra-Cedar for additional work. This next phase will implement the foundational needs surrounding certain enhancements, such as position management and other priority enhancements to automate the manual processes between the human resources, budget and financial software applications. Therefore, the City is interested in continuing our partnership by utilizing this company for additional process/productivity enhancements within our PeopleSoft system.
As such, in partnership with Finance/Accounting, Budget, and Technology Services, the Human Resources department will utilize these professional services to conduct necessary discovery into the application, various modules of the application, and its operational workflow, ensuring a more standardized platform and improving delivery of services.
If the City does not continue with this partnership with Sierra Cedar, we will not be able to effectively move forward with enhancing, utilizing and optimizing our HRIS to its fullest capacity proving it difficult to add new and modern modules to help increase productivity and organizational efficiencies.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(4).
