Ordinance No. 2020-12-8: To transfer the sum of $1,749,001 from the Technology Fund (Fund 062) Unappropriated fund balance to the Technology Fund Operating Appropriation for fiscal year 2020-21 and approve a transfer of $1,500,000 from the Technology Services Fund (Fund 066) balance to the Technology Fund (Fund 062) for fiscal year 2020-21 for the purpose of a complete hyper-converged server hardware refresh for city-wide enterprise and public safety systems, amending the Budget of the City adopted by Ordinance No. 2020-9-4, specifically Section 1, Item “JJ”, to reflect the actions taken herein; declaring this action to be a case of public necessity; and providing an effective date. Adopted

Supplemental appropriations have been approved in the past on an as-needed basis by the City Council to address funding requirements that were not identified within previously adopted budgets and that would not be prudent to delay to the next fiscal year.

This agenda item would amend the current Technology Fund (Fund 062) operating appropriation for the current year by granting an additional expenditure capacity of $1,749,001 that would otherwise be held within the fund balance of the Technology Fund (Fund 062).  In addition, this item will approve a one-time transfer in the amount of $1,500,000 from the Technology Services Fund (Fund 066) to the Technology Fund (Fund 062).  This total amount of funding, $3,249,001, is necessary to provide a full hardware refresh due to the age of existing hardware and the need to grow our environment to accommodate upcoming projects.  This funding was not planned when the current budget was adopted.

This is the first supplemental appropriation for the FY 2020-21 Technology Fund (Fund 062) Budget, totaling $1,749,001.  In addition, this item approves a one-time transfer of $1,500,000 from the Technology Services Fund (Fund 066) balance to the Technology Fund (Fund 062).  Expenditures on the companion professional services agreement, in the total amount of $3,249,001, constitute a separate agenda item on the December 14 City Council Meeting agenda.

Approving additional Technology Fund (Fund 062) appropriations for the 2020-21 fiscal year and approving a one-time transfer from the Technology Services Fund (Fund 066) to the Technology Fund (Fund 062) for the 2021-21 fiscal year for the purpose of a complete hyper-converged server hardware refresh relates to the City’s Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
