Fire-Rescue Trucks Purchase through HGAC Contract No. FS12-19

RECOMMENDED ACTION:Purchase from Existing Contract

ITEM SUMMARY

To approve the purchase of two (2) Pumper Fire Trucks, one (1) Heavy Duty Rescue Pumper Fire Truck and one (1) Aerial Ladder Fire Truck for Fleet Services to be used by Fire-Rescue in the estimated amount of $3,194,394 from Siddons Martin Emergency Group, LLC through an existing contract; and authorizing the City Manager to execute all necessary documents. (HGAC Contract No. FS12-19) Approved

BACKGROUND

It is the recommendation of Fleet Services to purchase two (2) Pumper Fire Trucks, one (1) Heavy Duty Rescue Pumper Fire Truck and one (1) Aerial Ladder Fire Truck in the approximate amount of $3,194,394 from Siddons Martin Emergency Group, LLC through HGAC Contract No. FS12-19.  Fleet Services and Fire-Rescue reviewed this cooperative contract quote and found it to be the best value for the City.

 

The Pumper Fire Trucks and Heavy Duty Rescue Pumper Fire Truck are scheduled replacements from Capital Outlay FY2020-21 for units 10406, 10407 and 10412 Fire Truck, Pumper.  The Aerial Ladder Fire Truck is an unforeseen, unscheduled emergency replacement for unit 14401 Fire Truck, Aerial Ladder in Cost Center 552 Fire-Rescue.  This unit has experienced frequent breakdowns resulting in multiple, extended periods of downtime including a trip out of state to the manufacturer’s facilities for repair.  This unit is required for low frequency, high impact emergency response situations in which the dependability and safety of the unit cannot be compromised.  Fire-Rescue and Fleet Services have determined that deployment of this unit in these situations represents an unacceptable risk to citizens and Fire-Rescue personnel.   Due to operational demands, it is necessary to purchase at this time.

 

The purchase of these units is necessary for the following reasons:

 

1. These units are essential to Fire-Rescue’s operations and are required to maintain current service levels.

 

2. The old units are in need of replacement.  The determination for the need of replacement is based on age, usage, maintenance cost, and re-sale value.  Based on these criteria, Fleet Services recommends the replacement of the above units.

 

3. If these units are not replaced, we will incur additional maintenance costs and the salvage values will be greatly depreciated.  In addition, the older, aging units will limit the users’ ability to perform their duties because of increased breakdowns and additional downtime for repairs.

 

The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. FINANCIAL SUMMARY/STRATEGIC GOALS

Funds are available in the FY 2020-21 Adopted budget to purchase two (2) Pumper Fire Trucks, one (1) Heavy Duty Rescue Pumper Fire Truck and one (1) Aerial Ladder Fire Truck, in the estimated amount of $3,194,394, for the scheduled replacements of units 10406, 10407 and 10412 Fire Truck, Pumper and the unscheduled emergency replacement of unit 14401 Fire Truck, Aerial Ladder in Cost Center 552 Fire-Rescue (due to operational demands, it is necessary to purchase at this time). The additional funds in the amount of $749,394 needed for this purchase are available from savings in previous Equipment Replacement Fund purchases.

 

Approval of this purchase relates to the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
