Technology Services recommends contracting with Insight Global LLC for professional staffing services for two critical technology resources. Technology Services recently experienced two resignations in the critical support areas of Security Management and Telecom support leaving only one staff member in each area.
Insight Global LLC is a professional services / staffing support and placement company with a specialty in technology professionals and will be able to provide immediate access to skilled resources to address the identified staffing shortages. In addition to staffing these resources, the GSA contract associated with this vendor allows us to extend offers for employment and convert resources to employees with no penalties or fees, after a six month period, if we chose to exercise that option.
Staff recommends expediting the traditional hiring process to obtain professional support, while evaluating the skills and abilities of highly qualified technologists through a contractual staffing approach. This is a common practice used by municipalities for technology staffing. Additionally, if an Insight Global contract employee is not performing to our standards the company will provide resource options for the City to select a replacement.
This contract with Insight Global LLC is for a total of up to 7 months for each contract employee, the goal is to transition the contractors into the vacant positions within 6 months. When they transition to a City of Plano employee they will be required complete the City’s 6-month employment probationary period.
An award to Insight Global LLC will be based on GSA contract GS-35F-0247Y in the amount not to exceed $290,640.
If the City of Plano does not purchase these support services, Technology Services would be without a Security Manager acting in the role of a key technical lead security resource which will limit oversight into our security operations, potentially leaving the City vulnerable to external threats. Technology Services would also not be able to provide timely support for its Unified Communications system which has become a vital tool during the pandemic for communication at all levels. The team has already vetted qualified resumes, conducted interviews and has identified two candidates to fill these roles.
The City is authorized to purchase from the Federal Contract list pursuant to Chapter 271 Subchapter G of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
