| | | | | | | | ITEM SUMMARY To approve the purchase of three (3) solar powered trailers in the amount of $99,750 from Wireless CCTV, twelve (12) Axis cameras from STS360 in the amount of $24,465, twenty-eight (28) Milestone XProtect licenses in the amount of $6,848 from Knight Security Systems, Inc. and six (6) antennas, three (3) Axis speaker horns and three (3) mounting brackets in the amount of $3,076 from CDW-G for the Police Department, for a total estimated expenditure of $134,139 through existing contracts; and authorizing the City Manager to execute all necessary documents. | | | | | | | | BACKGROUND The Plano Police Department has used portable surveillance towers for many years, and the surveillance towers have proven highly effective as a deterrent to crime and assist in gathering evidence for criminal prosecution. The Plano Police Department will soon be decommissioning the two remaining manned units after providing approximately 14 years of service and will need to replace them as quickly as possible. The Police Department plans to utilize funds that had been set aside for replacement of these towers to purchase three new portable camera towers. These trailers are more easily deployable due to their smaller footprint and come equipped with high capacity solar power systems that can accommodate long-term autonomous operation (unattended and without the need for an external electrical source).
Purchasing obtained quotes utilizing cooperative purchasing contracts for tower trailers, Axis cameras, Milestone XProtect licenses, Sierra antennas and mounting brackets and Axis horn speakers. It is the recommendation of the department to award three (3) portable camera trailers to WCCTV, LLC, twelve (12) Axis cameras to STS360, twenty-eight (28) Milestone licenses to Knight Security Systems and six (6) Sierra antennas, three (3) Axis horn speakers and three (3) Sierra mounting brackets to CDW-G. In addition, if council approves this item, there will be additional peripherals purchased in the estimated amount of $2,913. The estimated total cost for this project and additional peripherals will be $137,053.
The department expects to benefit greatly from the addition of these new portable camera towers to our equipment fleet, and recommend we proceed with the procurement. Failure to support this effort will diminish the Police Department’s ability to most effectively fulfill its mission.
The City is authorized to purchase from a cooperative purchasing program with another local government, local cooperative organization or federal schedules pursuant to Chapter 271 Subchapter F and G of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. | | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is available in the 2020-21 Equipment Replacement Fund and Police Department budgets. The purchase of three (3) solar powered surveillance towers, equipment and licenses, in the total estimated amount of $134,139, will leave a combined balance of $10,861 for future related purchases.
Approval of this item will support the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government with Safe, Vibrant Neighborhoods. |
