ITEM SUMMARY

To approve the terms and conditions of an Inter Local Cooperation Agreement with the City of Dallas for the construction of the Preston Ridge Trail Connection; authorizing the execution by the City Manager; and providing an effective date. Approved

PREVIOUS ACTION/PRESENTATION

In November 2019, Council approved the required Interlocal Agreement between Plano and North Texas Tollway Authority (NTTA) to construct a portion of the forthcoming Preston Ridge Trail Connector project on NTTA property. In May 2020, Council also approved a resolution certifying the City of Plano’s eligibility to receive financial assistance for the construction of the Preston Ridge Trail Connector under the Collin County Parks and Open Space Project Funding Assistance Program. The Plano Parks Department was awarded funding under the program in October 2020.

BACKGROUND

An Interlocal Agreement (ILA) is required by the City of Dallas to access and construct the hike and bike trail within their city limits, as well as establish maintenance responsibility after installation. The forthcoming Preston Ridge Trail Connector project connects Dallas and Plano with a trail connection. The project comprises the construction of a 10' hike and bike trail within the eastern right of way of Ohio Drive from Tradition Trail in Plano to the existing Preston Ridge Trail in Dallas. 

The benefit of this project includes concurrence from both agencies of hike and bike trail infrastructure within City of Dallas limits. If the ILA is not approved, the City will not be able to develop and connect the trail south of President George Bush Turnpike.

This item has no financial impact. 

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
