| | | | | | | | PREVIOUS ACTION/PRESENTATION Funding for park restroom replacements was approved by the voters in the 2019 Bond program. Council approved an expenditure in the amount of $151,295 to Talley Landscape Architects Inc. for landscape architect professional services for a restroom replacement feasibility study of the Bob Woodruff Park south restroom on March 23, 2020. This project included site evaluation and analysis, hydrologic and hydraulic analysis, siting analysis and finished floor elevation analysis, development of opinion of probable costs and identification of scope for a replacement restroom. |
| | | | | | | | BACKGROUND The project will provide construction documents for the removal and replacement of the 35-year-old restroom. The facility has aging equipment and infrastructure that has outlived its maintenance lifespan. The existing restroom is not insulated and must be winterized (closed) during the cold weather months of December, January and February. The existing restroom is non-compliant with Texas Accessibility Standards as well as local standards related to access, floodplain and fire compliance. The new restroom, when constructed, will meet all State and local standards and remain open year-round.
The Parks and Recreation Department recommends approval of an expenditure in the amount of $249,950 for landscape architect professional services from Talley Landscape Architects Inc. for the Bob Woodruff South Restroom Replacement Construction Documents, Project No. 7219.1. Talley Landscape Architects Inc. was deemed most qualified based on their previous services for the project and Statement of Qualifications submission for RFQ No. 2019-0248-X. Services include design development, construction documents, bid phase services, surveying and re-platting services, site plan submission, civil, electrical, hydraulic, and geotechnical engineering.
The benefit of this project includes design documents and services necessary to design and bid the replacement building for the existing restroom facility. The new restroom will be insulated for year round use and include storage for summer camp activities at the park eliminating the cost and placement of mobile storage units on the site during those sessions.
If the project is not approved, given the age and condition of the existing restroom, additional maintenance costs and efforts will be required to continue to operate the restroom. The restroom will still need to be replaced in the near future at a greater cost if the project does not proceed.

Professional design services for the Bob Woodruff Park South Restroom Replacement project, in the total estimated amount of $249,950, will leave a current year balance of $9,623 for future project expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factors of being a Welcoming and Engaged Community with an Excellent, Innovative, and Accountable City Government. |
